Cyber-threats are subtle ways to mount attacks designed to produce widespread disruption and destruction of computer controlled systems, by gaining illegal access to them and by reprogramming their instructions. They are difficult to find and confront, being performed by unidentified hackers who operate with hostile purposes from distant places, through the Internet, onto inadequately protected computers. When the object is disruption of proper functioning of complex systems and messing up controls of physical systems for causing massive damage, the practice is called also cyber terrorism. Cyber espionage is performed using illegal methods for stealing secret, sensitive, proprietary or classified information for military, political, or economic gain. By employing hostile software (called malware) to access Internet networks, hackers mount powerful attacks to appropriate illegally assets pertaining to their target. In the largest sense, when Cyber-threats are directed against the economy of a nation, these efforts are better called cyber warfare. Cyber War consists in actions conducted by a nation to penetrate another nation's computers or networks for causing damage and disruption. Experts warn that threats of crippling attacks on telecommunications and computer networks are sharply on the rise. According to a Report, numerous key sectors are currently at risk of Cyber-threats including public and private facilities, banking and finance, transportation, manufacturing, medical, education and government. As such, Cyber-threats are addressed with utmost attention and at considerable expense, by the highest national authorities of many countries, as real dangers, to mount defenses capable to thwart any attack.

It now appears that the concept itself of world wide interconnected communications conceals a terrifying vulnerability. It is becoming more and more questionable if it is possible at all to protect the web from surreptitious access and destructive attacks. All personal computers and mobile devices of single individuals are in danger of being targeted by Cyber-threats. Therefore it is most important to install the best available protection means, called firewalls and anti-virus software, and to be extremely suspicious before downloading unknown applications. A certain level of education and discipline should be learned from providers of defensive precautions. Expert observers note that the accelerating diffusion of social media, mobile devices and cell-phones provides new avenues for increasing distribution of malwares and different forms of Cyber-threats. A recent report revealed that illegal intrusions into Sony Online Entertainment LLC systems may have stolen personal information relative to millions of customers, including names, addresses, emails, birth dates, login names, hashed passwords and bank account numbers. Although large companies and financial institutions are in constant danger of becoming the object of Cyber-threats attack, surveys conducted by insurance research companies, revealed that most of them do not manage adequately the risk by failing to procure sufficient insurance against the worst cases. Among the most feared Cyber-threats, large scale Distributed Denial of Service (DDoS) attacks may cripple critical infrastructure activities. Common feeling prevailing among experts considers present operative measures inadequate to protect civilization from mounting risks. If this evaluation is correct and indeed Cyber-threats cannot be avoided, then emergency means should be available for immediate intervention until more complete solutions can be activated. The only strategy to recover to full operational function, from a successful disastrous attack, might be the capability to use, in the least possible time, adequate back up means and measures in place of those disabled. It is quite sad to conclude that, despite the continuing efforts of science and technology to master the forces of Nature to provide a better life for all mankind, the civilization successes achieved are at the mercy of the evil will of people dedicating their existence to spread destruction and misery.
